Responsibilities

POSITION OVERVIEW


Provide senior-level Developmental Test and Evaluation (DT&E) expertise and analytical support for Air Warfare Major Defense Acquisition Programs (MDAPs) and equivalent rapid acquisition efforts, to the Director for DT&E.


ROLE AND RESPONSIBILITIES

  • Provide Developmental Test and Evaluation (DT&E) expertise and analytical support to Air Warfare programs to develop sound program DT&E strategies to inform key program decisions.
  • Review and evaluate Test and Evaluation Master Plans (TEMPs), plus system-level detailed developmental test plans to ensure adequacy and thoroughness of DT&E. Evaluate test results, schedules, resources, and technological risks for program reviews, and coordinate with Service and OSD staffs, program offices, and contractors.
  • Develop in-depth, thorough assessments of DT&E planning and results to support Milestone Decisions.
  • Produce concise presentations of key findings and recommendations for OSD decision makers.

Qualifications

  • Master of Science degree, plus 10 years of Air Warfare Systems acquisition/test experience. Candidates with a Bachelor of Science degree and 14 years of experience also will be considered. Experience must be in the DoD acquisition process, Air Warfare acquisition programs, test and evaluation, systems analysis, related discipline, and/or military/DoD civilian areas
  • Subject matter expert in test and evaluation of DoD Air Warfare programs, and T&E policy.
  • Experience with air combat weapon systems, electronic warfare, air-to-air and air-to-ground weapons.
  • Ability to quickly draft technical issue papers, staff summaries, memoranda, and briefings, including translating program technical issues into executive-level terms for senior decision makers and government staff assistants.
  • Ability to prepare and present evaluation and assessment of T&E results to support senior DoD acquisition decision makers.
  • Experience with Service and OSD-level operating practices, Joint Staff, Service Component Headquarters, program office relationships and T&E execution organizations; knowledge of the functions and practices of the OSD organization and its responsibility for oversight of major defense acquisition programs.
  • Familiarity with the DoD 5000 series, to include the Defense Acquisition Guide (DAG)
  • Demonstrated ability to work and effectively communicate (written and verbal) at the Government Service (GS) 15 grade and Senior Executive Service (SES) levels as a key member of a joint Government/Contractor team.
  • Excellent command and proficiency with the Microsoft Office Suite.
  • Operational experience desired.

CLEARANCE REQUIREMENT

  • Top Secret clearance required / SCI eligible.
