Responsibilities

  • Support a Presidentially Appointed Senate Confirmed official and staff with congressional support and analysis based on
    • Systems, system elements, and interfacing systems for complex developmental and operational major defense acquisition programs
    • Executive-level technical, acquisition, and analytic analyses
  • Task out, review, and obtain approval on a wide range of programmatic and engineering Defense-related congressional products to include:
    • Reviews of Authorization and Appropriations committee reports and bills
    • Testimony preparation and hearing preparation
    • Work with OSD/LA and customer staff to schedule and prepare principal technically and programmatically for congressional engagements
    • Assign and track Congressional reporting requirements
    • Informal views of proposed legislative provisions as they align with Acquisition and Sustainment priorities
    • Statements of Administration Policy and Appeals
    • Impact Statements
    • Review of DoD-prepared Legislative proposals
  • Coordinate and oversee personnel actions to include:
    • Ability to prepare and revise position descriptions to include those for the Senior Executive Service
    • Ability to initiate fill actions for civilian vacancies
    • Support to military personnel actions including tracking and processing of evaluations, awards, and backfill requests.

Qualifications

Education and Experience

  • Expert knowledge of the Department's legislative process. This includes the ability to review Congressional committee reports and identify impacts to customers, coordination of Requests for Information, Informal Views, appeals, assignment and coordination of Congressional reporting requirements, and identifying the impact of NDAA provisions.
  • 15+ years of experience, especially as it pertains to the Department of Defense developmental or operational weapon systems
  • DAWIA Level 3 in Program Management desired
  • Must be analytical with a demonstrated ability to meet goals and deadlines accurately and on time in a fast paced environment
  • DoD legislative affairs experience a plus
  • OSD or Service Staff experience desired
  • Excellent communication and customer service skills suitable for senior executives
  • Ability to work independently and as a member of a team.
  • Ability to work flexible hours including occasional weekends if needed.
  • Masters Degree 

Clearance Requirements:

Current TS clearance with current SCI Eligibility. Active TS/SCI (DESIRED)
