Overview

Modern Technology Solutions, Inc. (MTSI) is seeking a Telecommunications Systems Engineer/Analyst to join our team in the Alexandria, VA area.  You will support work at the direction of a government lead in a team environment with military, civilian, and other contractor intelligence engineers and analysts providing engineering support for analysis of critical telecommunications infrastructures of government-directed countries of interest.

Responsibilities

As a Telecommunications Systems Engineer/Analyst with MTSI you will support work at the direction of a government lead in a team environment with military, civilian, and other contractor intelligence engineers and analysts providing engineering support for analysis of critical telecommunications infrastructures of government-directed countries of interest.  This position will be located in the Alexandria, VA area.

 

Your essential job functions will include but may not be limited to:

  • With the support of the team, you will perform characterization of the performance and identification of vulnerabilities of telecommunications equipment systems and networks to support other intelligence, acquisition, and operational customers. 
  • You will also support the production of written tailored intelligence products to include reports, briefings, computer model and database inputs, and web-based products.

Qualifications

  • 15+ years of combined Telecommunications engineering and Analytic experience.
  • Telecommunications Engineering Experience with knowledge and expertise at the equipment, systems, and network levels for both wired and wireless telecommunications:
    • Knowledge and expertise in wired telecommunications shall include but not be limited to telephony, fiber optic and landline copper twisted pair cable (e.g., E1). 
    • Knowledge and expertise in wireless telecommunications shall include but not be limited to cellular, trunk radio, Wi-Fi (wireless local area network), microwave, troposcatter, satellite, and HF/VHF/UHF radio frequency systems. 
    • The individual must possess a working knowledge of the telecommunications and data protocols associated with each of the levels of the ISO (International Organization for Standardization) OSI (Open Systems Interconnection) reference model for telecommunications and computer networks and systems. 
    • You must have demonstrated this working knowledge through analysis of current and legacy (within last 20 years) hardware and software associated with US and international telecommunications networks and systems.
  • Knowledge of 4G, 5G, LTE communications and cellular networks.
  • Experience working specifically within 5G technology components to include standards development, requirements, and operational capabilities within a DoD environment.
  • The individual must also have demonstrated experience and expertise in applying cyber security/cyber operations principles to the assessment of the vulnerability of civil, commercial and government information networks.  Analytic experience shall demonstrate the ability to work with both structured and unstructured data and a mastery of "data scientist" skills such as:
    • Research and retrieval using content and context-based database search/query techniques.
    • Structuring data analysis and presentation using programming in various database languages (e.g., Python, Java, and SQL).
    • Data analysis using statistical modeling.
    • Application of machine learning toolsets to structured and unstructured datasets.
    • Presentation of results using data visualization tools.
  • You must also possess a familiarity with Intelligence Community organizations and processes. 

Desired Requirements:

  • Some knowledge of SCADA (Supervisory Control and Data Acquisition) systems/ICS (Industrial Control Systems) is desired but not essential. 
  • Analytic experience shall demonstrate the ability to work with both structured and unstructured data and a mastery of "data scientist" skills such as:
    • Research and retrieval using content and context-based database search/query techniques.
    • Structuring data analysis and presentation using programming in various database languages (e.g., Python, Java, and SQL).
    • Data analysis using statistical modeling.
    • Presentation of results using data visualization tools.

Education Requirements:  

  • Bachelors degree in engineering or related disciplines with 15 years of experience working in the telecommunications field in government or industry.
  • Master's degree in a relevant field of study, (desired).

Clearance Requirements:

 

  • Active TOP SECRET clearance with SSBI for eligibility to access SCI upon appropriate approval.
  • The individual must take and pass a counterintelligence polygraph.  The individual may be required to take and pass a full scope polygraph.

  • U.S. Citizenship is required for this position.
